You may try Hotel Cozumel Inn (Posada Cozumel).  It's a block off the beach and '99 rates was $22.00 per night.  Calle 4 Norte No. 3.
call 011-52-987-2-03-14 or fax 987-2-31-56. It's around the corner from Carlos & Charlies.  Not the fanciest but reasonable and just down the street from a great bakery. Good Luck!
